Easton Area Public Library Use Policies
 
Behavior Policy:
Unacceptable Behavior in the Easton Area Public Library
  • ABANDONMENT/LEAVING young children unattended
  • ABUSE/VANDALISM of library facilities or equipment
  • ACCEPTABLE attire must be worn (no bare feet; must wear shirt)
  • CELL PHONES are permitted for QUIET, BRIEF conversation – ringer must be SILENCED
  • CHILD ABUSE
  • FIGHTING/DISORDERLYCONDUCT
  • DRINKING/EATING
  • EXHIBITIONISM/FLASHING
  • GAMBLING
  • IMPROPER USE OF RESTROOMS no bathing, shaving, washing of clothes, use of wrong restroom
  • HARRASSMENT physical, sexual, or verbal abuse of other library users or staff
  • INTOXICATION resulting from the use of alcohol or drugs
  • LOITERING including refusal to leave at closing time
  • OBSCENE, LOUD, OR DISRUPTIVE LANGUAGE
  • POSSESSION OF A WEAPON defined as an instrument used to inflict bodily harm
  • SERVICE ANIMIALS only in the building
  • SLEEPING
  • SMOKING including on library grounds
  • SOLICITING, CANVASSING, OR SURVEYING
  • UNRULY/OFFENSIVE BEHAVIOR
  • USE OF ALCOHOL, TOBACCO PRODUCTS, OR ILLEGAL DRUGS
  • USE OF RADIOS OR TELEVISIONS, OR OTHER AUDIO DEVICES W/O HEADPHONES
  • VANDALISM/THEFT of property on library premises
  • VOYEURISM/PEEPING
THE FOLLOWING WILL RESULT IN IMMEDIATE EXPULSION FROM THE LIBRARY:
  • FIGHTING real or mock
  • BARE FEET
  • WEARING ROLLER SKATES/USING SNEAKERS WITH ROLLERS IN THE LIBRARY
 
Computer Policy Use:
Acceptable use of the computer resources at the Easton Area Public Library will be in accordance with:
Access to different types of information for the primary purposes of education, research and lifelong learning.
Resources made available to all citizens within the library’s service area and secondarily to those outside the library’s service area.
Requirements: Current (Valid) library card if residing within library’s service area. Those outside the library’s service area must have valid Driver’s license or other form of a Photo ID to purchase a computer use only card at a cost of $2.00 for three (3) months, which entitles you to use the computers WITHIN THE LIBRARY.

In compliance with the CIPA Act Internet stations are filtered as per 47 U.S.C. 254(h) and (l). If a legitimate site is blocked, please see a librarian. Members of the library community who use networks or facilities not owned by the library will adhere to the policies and procedures established by the administrators of these networks and facilities. Use of library computer resources must follow the guidelines of all the networks traversed. Computer resources MAY NOT be used to access explicit sexual content, as defined in 19 Pa. C.S. 5903. Illegal activities, such as gambling, fraud and copyright violations will be subject to prosecution by local, state and federal authorities
Sanctions:
Violators of this policy will lose library privileges for two weeks on the first violation, one month on the second, and three months on the third.
Usage:
Wi-Fi is available and is bound by this policy.
Web-based Email is available.Office applications, research applications, educational software and tutorials are available. 
Patrons MAY NOT download or run software not installed by the library.
Computers MAY NOT be turned off at the end of a session.
Bit Torrent and peer to peer sites ARE NOT PERMITTED.

Content:
The Internet is a global network with links that often change rapidly, with no state/county control of its users or content. The Internet and its resources may contain material which is controversial, incomplete, or inaccurate. The Easton Area Public Library cannot censor access to nor protect patrons from offensive content. Parents of minors must assume responsibility for their children’s use of the Internet through the Easton Area Public Library’s connection.
Operation:
Computers in the Easton Area Public Library are maintained daily to insure reliable operation. However, connections may fail or computers may "freeze." Such occurrences are unfortunate, but the library is not responsible for any losses due to computer operation, viruses or other equipment failure. Also note that Internet sites may be unavailable at times due to technical difficulties.
Privacy:
While every attempt is made to keep all information passing to and from our systems private, you must assume that any information that you transmit or receive may not be private. The Easton Area Public Library does not monitor normal usage of our systems. However, the Easton Area Public Library will fully cooperate with any authority in investigation of illegal activity and may turn over logs and records upon receipt of proper orders or subpoenas. The Electronic Communications Act of 1986, the Telecommunications Act of 1998 and the U.S.A. Patriot Act (PL 107-56) contains important privacy and confidentiality information.
Procedures:
Please Sign-Up at the Reservation Station.
Patrons must use their own valid, Easton Area Public Library card.

A maximum time of two hours per day is enforced depending on computer availability.
The Computer Lab will be unavailable when needed for training or workshops.The library reserves the right to ask patrons to change to another Web site or to terminate their session as per this Policy of Acceptable Use.Please do not abuse library equipment.

Printing & Saving -Network printing is available in black &white (20 cents per page) or color (50 cents per page). Saving and downloading files is permitted on selected computers using a Flash Drive. A Flash Drive may be purchased at the Circulation desk. Please save your work often!

The library assumes no responsibility for loss due to computer viruses. Please protect your home computer from viruses and other threats. Please see the librarian for assistance.

Training: Training is not offered by the Reference staff; however, the library does offer 1 on 1 tutoring for basic computer skills. Please see the Reference staff to schedule tutoring.
 
Youth Services Computer Policy:

In order to comply with the CIPA Act, in addition to the Easton Area Public Library Policy of Acceptable Computer Resources, parents and their children must agree to the following:

To meet the informational and educational needs of our young patrons, Easton Area Public Library offers computer use for word processing, research, educational games and activities, and e-mail. The computers are equipped with filtering software to guard against access to objectionable sites. It is important, however, for parents to understand that no blocking software is foolproof.  A time limit of sixty minutes is in effect if other patrons are waiting to use a computer. Children are limited to a total of two hours of computer time each day.

Computers in the Youth Services Department are available to anyone who hold a Youth Services, Easton Area Public Library card with fines below $10. Preschoolers may use a parent’s card if the parent remains with the child during the entire session for help. In addition, staff will allow adults who come with small children to use the Youth Services computers while they monitor their children’s play.

Students over the age of 13 normally receive Young Adult status and move to the Adult Room computers. However, students between the ages of 13 and 17 whose parents would prefer them to retain their Youth Services status may do so and continue to use computers in the Youth Services room. The students’ library accounts will be modified to allow them to use the children’s computers only. By making this choice, they give up the right to use the computers on the adult side without a parent present to make the request for them.

Although we do not offer computer instruction on demand, staff is available for assistance.

Parents of preschool children must supervise their children’s use of the preschool computer. Parents must also assume responsibility for their children’s use of the internet through the library connection.

Black and white printing is available on the Youth Services printer at a cost of $.20 per page. Only cash will be accepted. Color printing is available through Adult Services at a cost of $.50 per page.

Computer users are to adhere to the following:

  • A parent’s or legal guardian’s signature is required for children to use the Easton Area Public Library computers.

  • Only the person whose card was used to make the reservation may use the computer. Any child who does not have a reservation must not be in the computer area.

  • Please do not turn off the computer when you are finished.

  • Facebook is not permitted.

  • Any chatting on the internet violates the CIPA act and will be terminated.

  • Please do not disturb others with noise. When headphones are used, please make sure that you speak in a low voice if speaking is necessary.

  • If you experience any problems with the computer, notify library staff.

  • Three of the computers are designated for parents who have children nearby that require supervision. Parents must follow the Policy for Children posted by the parent computers.
